A written constitution is not a luxury. It is overdue.

Why a modern democracy needs a settled, enforceable rulebook — and how we get there.

The UK is one of only three countries without a written constitution. Verdant's democracy spokesperson, Ellie Chowns MP, argues that this is no longer defensible.

"A constitution isn't just a document. It is a guarantee. It says: these are your rights, this is how power works, and here is how you hold us to account," Chowns said in a speech at the Constitution Society.

Verdant's proposed process: a year-long public consultation, followed by a Constitutional Convention of randomly selected citizens, then a referendum on the final text. The party has published principles but not a draft — arguing that the process must come first.

"The question is not whether we need one," Chowns said. "The question is whether we trust ourselves to write it. I think we do."
